Governments are taking a more unified approach across ministries to address increasingly complex challenges. Issues such as terrorism or poverty cut across various facets of government.

They require multidisciplinary skills and whole of government efforts to tackle. No single unit or ministry can eradicate poverty or care for an ageing population on its own.
