ACCA Public Sector Forum: TVET 2026​

As the government drives national intiatives like 13th Malaysia Plan and National Energy Transition Roadmap, the urgency to close the skills mismatch between current civil service competencies and the demands of digital transformation and ESG integration is paramount. This fireside chat will bring together leaders to explore the critical role of Technical and Vocational Education and Training (TVET) institutions in this national upskilling journey.

Malaysia’s transition towards a future-ready, digital, and sustainable government hinges on the competencies of its public service. While national strategies and commitments to ESG goals set a clear direction, the critical challenge lies in the execution of a rapid and effective upskilling roadmap for civil servants. This panel will move beyond why the public sector needs digital and sustainability skills to focus on the how, exploring the practical and collaborative strategies required to transform policy into tangible workforce capabilities.

Presentation highlights Indonesia’s efforts to strengthen TVET institutions and enhance educator excellence. It will cover key strategies to improve governance, upgrade educator training, and build effective public–private partnerships that meet industry needs within the context of Indonesia.

 

Panel discussion following presentations by:

• Indonesia: Polytechnic of State Finance STAN (PKN STAN)

• Philippines: Technical Education and Skills Development Authority (TESDA).

• Vietnam: Directorate of Vocational Training (DVET).

 

Representatives from each country would provide perspectives on TVET, including bridging the skills gap, industry-led curriculum development, enhancing employability, transferring resources and knowledge, and aligning policy and governance of their respective countries.

A sharing session by Universiti Kuala Lumpur (UniKL), under MARA, Malaysia’s leading entrepreneurial technical university, will highlight efforts to strengthen TVET institutions and enhance educator excellence. It will cover key strategies to improve governance, upgrade educator training, and build effective public–private partnerships that meet industry needs. The session ends with an open discussion for participants to share ideas on building resilient, high-performing vocational institutions that improve employability and support sustainable growth.

 

This session will provide insight into ACCA’s commitment to strengthening the national TVET ecosystem. CiFLE is designed for students in Vocational Colleges and Technical Institutes nationwide. This certification equips future TVET talent with essential financial literacy and entrepreneurial capabilities, embedding these critical competencies early. This supports the nation’s ambition to produce industry-ready graduates and cultivates a pipeline of resilient, future-focused professionals who can excel in a progressive environment.

This session provides participants from each country with the opportunity to share their insights and main takeaways from the forum.

The session will provide an overview of ACCA’s agenda regarding TVET for ASEAN, with a focus on building a future-ready, adaptable, and mobile talent pool to address skills gaps.
