Government services today have evolved remarkably, first to e-governments and then to digital governments.
The next evolution that governments globally find themselves in today is towards a “true digital government” - where whole-of-government services are integrated with cybersecurity and backend reengineering in mind, said Navin Nair, Senior Manager, Solutions Consulting at OpenText Southeast Asia.
Speaking at GovInsider’s Festival of Innovation (FOI) event in March, Nair highlighted how the US Library stores over 20 petabytes of data, adding that generative AI (GenAI) has the potential to build a digital government by browsing through these repositories of data to churn actionable reports and steps in mere seconds.
Here are the four key highlights for Nair’s presentation Information Management for Government: Enabling Digital Processes with Gen AI to Drive Efficiency & Innovation.

1. Key government challenges
Nair identified four primary challenges faced by government agencies: Data and information management, legacy system support, hybrid workforce enablement, and citizen experience enhancement.
These challenges can be tackled through OpenText's comprehensive suite of solutions, including content management, experience improvement, and embedded analytics and AI.
2. Comprehensive Information Management Solutions
Nair showcased the array of solutions devised by OpenText to address various government needs.
Content management: Secure document handling and access control
Experience improvement: Enhancing user interfaces and citizen interactions
Analytics and AI: Embedded intelligence for data-driven decision-making
Cybersecurity: Ensuring robust protection of sensitive information
IT operations optimisation: Streamlining backend processes
These solutions are designed to work across multiple areas of government agencies, providing a holistic approach to information management.
3. GenAI: Revolutionising information management
OpenText's GenAI offering, Aviator, offers groundbreaking features:
-
Q&A functionality for vast document repositories
-
Document summarisation
-
Natural language search
-
Multi-lingual translation
-
Specific document identification
Aviator operates within the organisation's data confines, ensuring security and compliance, Nair said.
4. Enhancing citizen experience through technology
Nair concluded by grounding OpenText's solutions to governments' ultimate goal of improving citizen experience.
In Nair’s belief, this approach should cover areas including user-friendly interfaces integrated with existing applications, personalised portals for citizen services, flexible architecture for scalability, and AI-powered communication generation.
By leveraging these technologies, government agencies can significantly improve their citizen-centric services and overall efficiency.
