Thailand accelerates cloud and AI adoption to transform public services

Bangkok set the stage for Thailand’s digital future on November 6 as Public Sector Day 2025 brought together government officials, technology innovators, and academics to explore how cloud computing and artificial intelligence (AI) can strengthen national resilience and redefine citizen services.  


The event reaffirmed Thailand’s Cloud-First strategy and its ambition to harness next-generation technologies for inclusive, efficient public services. 

Building a secure, modern, and AI-ready Thailand 


In his keynote address, Minister of Digital Economy and Society, Chaichanok Chidchob delivered a strong message: Thailand’s digital transformation was a national priority.  


He emphasised that modernising public services and building a trusted digital ecosystem were essential for economic resilience, citizen trust, and global competitiveness. 


The Minister highlighted the launch of the AWS Asia Pacific (Thailand) Region in January 2025 as a major advancement for national digital infrastructure, enabling secure, high-availability services for government and industry.  


Building on this foundation, he stressed that the next phase of Thailand’s digital journey would be powered by cloud and AI. 


“Cloud and AI are no longer optional—they were essential enablers of digital progress,” he said.  


“These technologies allow us to modernise operations, unlock data-driven insights, and deliver faster, more inclusive services for every Thai citizen.” 


The keynote laid out three strategic priorities for accelerating Thailand’s digital future: 

  • Modernisation of public services to improve efficiency and accessibility 

  • Strengthening cybersecurity and compliance to protect citizen data 

  • Responsible AI adoption to enhance transparency and reduce corruption 


Building on these priorities, he turned to the human capital challenge, emphasising that technology alone cannot deliver transformation without skilled people.  


“We must ensure that our workforce is equipped with the digital capabilities needed for the future,” he said, commending initiatives such as AWS re/Start and other upskilling programmes that reach communities nationwide. 


Equally important was collaboration, he said, adding that cooperation across government, the private sector, and academia was the backbone of a resilient digital ecosystem.  


“Partnership is critical to progress. No single entity can achieve this transformation alone.” 


In his closing remarks, the Minister reaffirmed Thailand’s commitment to secure, inclusive, and trusted digital development to empower citizens, support businesses, and strengthen Thailand’s long-term competitiveness.

AWS’s pillars for Thailand’s digital future 


AWS Country Manager for Public Sector Thailand, Pakthapa Chatkomes, outlined AWS’s vision for advancing Thailand’s digital leadership through three core pillars: security, innovation and people  


“Thailand is entering a pivotal moment in its digital journey. Our mission is to empower public-sector organisations with the tools, skills, and secure infrastructure needed to deliver modern, citizen-centric services at national scale,” said Pakthapa. 


AWS prioritised security, evident in the architecture of the AWS Asia Pacific (Thailand) Region, which has three Availability Zones, physically separated data centres, and fully redundant infrastructure to ensure high availability and resilience for mission-critical systems, Pakthapa noted. 


AWS has partnered with the National Cyber Security Agency (NCSA) to develop a public-sector cloud compliance workbook, providing agencies with a clear framework for secure cloud adoption. 


In terms of innovation, the event featured examples of real-world impact, including an AI-powered policing system used during the Songkran festival.  


The solution increased arrest-warrant detections by 30 per cent and reduced incidents by 20 per cent, highlighting how agencies were leveraging generative AI (GenAI) and Amazon Bedrock to enhance public safety and operational efficiency. 


The company also reaffirmed its long-term commitment to Thailand’s digital growth by investing in people. 


Since 2017, AWS has trained over 50,000 learners and supported national programmes such as One District One Scholarship (ODOS) to ensure digital skills development reaches communities nationwide. 


Pakthapa noted, “Our long-term investment of 190 billion baht over the next 15 years reflects our commitment to supporting more than 11,000 jobs and driving Thailand’s digital economy forward.” 

From GenAI to agentic AI: Accelerating government automation 


During the technology keynote, AWS Solutions Architect Sikharin Kongpaiboon, explained how GenAI was evolving into agentic AI, marking a shift from simple assistants to autonomous systems capable of reasoning, planning, and completing tasks at scale.  


Agentic AI, he noted, has been transforming public sector workflows. Public agencies now have three paths to adopt AI agents: 

  • DIY agents built with open-source frameworks 

  • Fully managed Bedrock Agents 

  • Amazon QuickSuite, a productivity suite for deploying agents 


The session also showcased multi-agent workflows, like research agents that autonomously search the web, extract data, analyse documents, and generate reports. These capabilities streamline complex, knowledge-intensive tasks across government, healthcare, and public services. 


This shift from generative to agentic AI marks a new era of government automation where intelligent agents streamline processes and deliver faster, smarter services for citizens, he added. 

Thailand public sector spotlight 


The spotlight session featured leaders from education, healthcare, and mental health, showcasing how AI and cloud technologies were elevating citizen services nationwide. 


Education: Chulalongkorn University’s Associate Professor Manoj Lohatepanont highlighted AI’s role in learning: “AI is no longer just a tool—it is a learning partner. Our online platform now serves over 5.5 million enrollments, and tools like CapyKnow enable personalised quizzes and study aids.  


“Our automated essay-scoring system has reduced grading time by 45 per cent, freeing educators to focus on personalised feedback,” said Manoj. 


Healthcare: Big Data Institute (BDI)’s President, Professor Tiranee Achalakul, shared how health data interoperability is transforming healthcare:  


“Health Link puts personal health records back in the hands of citizens, strengthening transparency and patient engagement. The platform now connects over 900 hospitals and 4,500 community facilities nationwide.  


“Powered by the AWS Thailand Region, it guarantees PDPA compliance, high availability, and robust disaster recovery. Interoperable health data is the cornerstone of modern healthcare,” said Tiranee. 


Mental health: AIMET’s Director, Assistant Professor Natawut Nupairoj, discussed mental-health innovation:  


“Thailand faces a significant capacity gap. Our DMIND platform and AI voicebot—used in the national 1323 hotline - have handled over 560,000 interactions, reducing wait times by 60 per cent and dropped calls by more than half.


With a small technical team, AWS allows us to scale nationwide with 99.5 per cent uptime,” said Natawut.

AWS recognised six government agencies for their outstanding contributions to Thailand’s digital transformation:

  2. Digital Government Development Agency (DGA) – Citizen Impact Excellence 

  3. National Science and Technology Development Agency (NSTDA) – Public Service Innovation Champion 

  4. Big Data Institute (BDI) – Data-Driven Impact 

  5. National Electronics and Computer Technology Center (NECTEC) – GenAI Public Impact 

  6. National Telecom Public Company Limited (NT) – Government Platform Modernisation
