Vibe coding as the unexpected AI tool to overhaul government bureaucracy
Computers no longer require us to speak the language of code. It is time for governments to stop requiring citizens to speak the language of bureaucracy.

For most of the digital age, humans had to adapt to machines.
Writing software requires learning a specialised language, understanding a computer’s internal logic, and describing every operation with precision.
Artificial intelligence (AI) is reversing that relationship.
Increasingly, users no longer need to know how a system works. They simply explain what they want to achieve, and the technology translates their intention into action.
Machines are learning to understand human intent. Governments, for the most part, are not.
An entrepreneur can tell an AI system, “I want to build a delivery service.” The system can help design the product, develop a financial model, write the code, and prepare a marketing strategy.
But when the same entrepreneur approaches the state, that single intention is fragmented into dozens of applications, classifications, licenses, approvals, and agency-specific procedures.
The state does not understand the sentence, “I want to start a business.” It only understands a form submitted in the correct format to the correct authority.
Ordinary human language as the most important programming language
The most important programming language of the 21st century is becoming ordinary human language.
A person explains what they want, and the system absorbs the complexity of execution. The next step must occur in public administration.
An entrepreneur should not have to understand the architecture of ministries to establish a company, just as a user does not need to understand the architecture of a computer to send a message.
Every technological revolution has simplified the interface between humans and machines.
AI now offers an opportunity to simplify the interface between individuals and the state.
Computers have already begun to understand people. Now it is government’s turn.
Bureaucracy as language before better tech was available
Bureaucracy is the language governments developed before better technologies became available.
Historically, that language served a legitimate purpose.
Governments could not continuously observe the operations of every restaurant, bank, or transport company. So, they regulated procedures intended to protect public interest.
When it was impossible to monitor food safety continuously, regulators prescribed kitchen dimensions, the number of sinks, and the maintenance of paper logs.
When authorities could not follow every taxi journey, they regulated vehicle colors, trip sheets, taximeter specifications, and dispatch offices.
Procedure substituted for information. Licensing substituted for continuous oversight. Certificates substituted for access to data.
New tech shaking up bureaucracy
The problem begins when a temporary instrument becomes the permanent architecture of the state.
New technologies emerge, but old procedures remain. Instead of replacing them, governments simply add new requirements on top.
This is particularly common in emerging economies.
Many governments sincerely seek to build innovative economies. They establish technology parks, finance startups, and adopt digital development and AI strategies.
Yet they often preserve administrative systems in which nearly every new activity requires a separate form of official permission. Each requirement may appear reasonable in isolation.
Taken together, however, they create an economy in which success depends not only on talent, capital, and product quality, but also on the ability to navigate the state’s internal machinery.
For a large corporation, this is an additional cost. For a startup, it can mean months of delay, exhausted capital and a missed market.
The result is a peculiar paradox: technology is becoming easier to use, while access to the economy is becoming more difficult.
Digitising government cannot mean merely converting paper forms into electronic ones.
A bad procedure does not become a good procedure simply because it can now be completed through an app.
Real transformation begins with a more fundamental question: Why does this procedure exist at all?
Consider the regulation of taxis. Passengers do not need vehicles of a particular color.
They need safe journeys, transparent prices, identifiable drivers, verifiable routes, and effective ways to defend their rights.
Vehicle colors, paper logs, and physical dispatch centers were never public interest itself. They were instruments intended to protect it.
Today, the same objectives can be achieved through GPS tracking, digital identity, trip histories, real-time pricing data, and automated analysis of complaints.
The public interest remains unchanged, but the technologies available to protect it have evolved.
Governments should therefore prescribe specific methods less often and define desired outcomes more clearly.
The objective should not be a particular method of accepting an order, but passenger safety. Not the production of paper reports, but the accuracy and accessibility of data.
Not the protection of a particular technology, but accountability for its consequences.
The fundamental question: What’s the function of the state?
This is not an argument for a weaker or disappearing state.
On the contrary, it is an argument for a state that understands its purpose more precisely.
Modern technologies allow governments to combine data from multiple sources, identify risks, detect violations, and verify compliance without forcing every entrepreneur to complete the same lengthy sequence of approvals before beginning operations.
But technology alone guarantees nothing. Governments can use AI to simplify citizens’ interactions with the state. Or they can use it to automate old bureaucracy, expanding its reach and making it more difficult to challenge.
This is the central institutional choice of the AI era.
Will technology translate human intention into the language of government? Or will governments continue forcing people to translate their lives into the language of forms and permits?
