Synopsis

Malaysia’s public sector is accelerating its digital transformation agenda, with data playing a central role in governance, public service delivery, and AI adoption. As the country advances towards its ambition of becoming an AI-driven nation by 2030, digital sovereignty, the ability to securely control andgovern national data, infrastructure, and digital ecosystems in line with national interests, has become a key strategic priority. Strengthening data intelligence through improved data governance, data quality, and data lineage is essential to enable secure, transparent, and trusted digital services at scale.​

In support of this direction, digital sovereignty is increasingly enabled through secure and controlled digital foundations that allow public agencies tomanage data residency, infrastructure, and cloud environments in compliance with national regulations. Complementary capabilities such as trusted data platforms, stronger cybersecurity including quantum-safe readiness, and AI-enabled tools for software development and operations further reinforce theability to build resilient and sovereign digital ecosystems.​

However, challenges remain, including reliance on foreign technology providers, fragmented governance across agencies, inconsistent data quality, limited data lineage visibility, cybersecurity risks, infrastructure constraints, and digital talent gaps. This roundtable, led by GovInsider and IBM Malaysia, will explore how to strengthen digital sovereignty through improved data intelligence. It will focus on enhancing data governance, clarifying data ownership and accountability, improving data quality, and increasing end-to-end data lineage visibility across systems. The discussion will also cover building trusted and transparent AI systems, adopting sovereign-by-design architectures, and balancing innovation with security, compliance, and national control to enable sustainable and scalable AI adoption across the public sector.​
