Meet the Women in GovTech 2024.

Chhun Sokhour, UX/UI Designer, Technical Team, General Secretariat of the Digital Government Committee (DGC), Cambodia, shares her journey. Image: ​​​​​​​Chhun Sokhour

1. How do you use technology/policy to improve citizens’ lives? Tell us about your role or organisation. 

 

I work as a UX/UI designer at the General Secretariat of the Digital Government Committee (DGC), an inter-ministerial committees chaired by the Minister of the Ministry of Post and Telecommunications of Cambodia.

 

My role is to create products that are not only usable but also deliver a satisfying experience to users, providing value to both citizens and the public sector. 

 

As a designer, my journey begins with user experience (UX) research to understand user needs, identify pain points, and develop solutions that align with both user goals and project objectives.

 

I gather insights through user interviews, surveys, and testing to ensure the product addresses real challenges and delivers a satisfying experience. Next, I apply my user interface (UI) design skills to focus on the look and feel of the product.

 

I create visually appealing and intuitive interfaces, ensuring that the design is both aesthetically pleasing and easy to use.

2. What was the most impactful project you worked on this year? 

 

It's challenging to select just one because all of the projects that I have collaborated on this year have been important and beneficial to both the public and within DGC.

 

The most impactful project I worked on this year was the "Vaccine Management System" that

focus on vaccination tracking. This system played a critical role in ensuring the efficient distribution, tracking data, record vaccine, and administration of vaccines. 

 

The project was aims to provide a structured approach to immunization that ensures widespread of virus, and it is the best system for doctor to record vaccine information of patient, store data in system and the fast generation report as doctor needs.

 

This system is essential for public health, helping to protect individuals and communities from preventable illnesses. 

 

In addition, our UX/UI team has been collaborating with clients for an in-depth conversation on the requirement, and sited visit at local Health Center to do user experience research (UXR) on how they usually work in a traditional way and transform their work into a modern in terms of technology. 

3. What was one unexpected learning from 2024? 

 

For all, I am grateful to those who regularly provide me with opportunities, both in 2024 and beyond. I was able to meet and communicate with users from different backgrounds with regard to my career growth and lifestyle.  

 

I remember when I talked with them, they were very open-minded and shared plenty of valuable experiences, both from their work and life.

 

One of the things that really stood out to me was when they said, "Catch the opportunities that make you grow and invest in lifelong learning, and return the good will to the younger generation, just as others did for you."

 

I was deeply impressed by this insight. It became a reminder to me not to waste any opportunities for personal growth, to continuously embrace learning, and to be grateful for the opportunity to connect with people who inspire me.

 

It’s a message I keep with me, encouraging me to always strive for self-improvement and give back to those who are coming up after me. 

4. What’s a tool or technique you’re excited to explore in 2025? 

 

I am excited to support my organisation by ensuring that the design and development of products or systems align with the needs of the users, helping to improve overall service delivery and drive positive change in the public sector. 

 

My work will contribute to the organisation’s mission by fostering better user engagement and supporting the long-term sustainability and growth of the solutions we provide in DGC.

5. Everybody’s talking about AI today – give us your hot take on AI and what it means for the public sector.

AI holds significant potential to transform the public sector, and it can bring transformative benefits to society by enhancing efficiency, transparency, and the quality of services provided to citizens.

 

For Cambodia, AI represents a vital opportunity to modernise its public sector, enhance service delivery, and tackle some of the nation’s most pressing challenges.

 

With its potential to improve efficiency, AI can serve as a key driver in Cambodia's development, particularly in the areas of healthcare, education, infrastructure, and public services.  

 

For example, AI can be used to predict disease outbreaks by analysing environmental and health data, allowing the government to respond quickly with targeted interventions.

 

Whether in healthcare, education, governance, or infrastructure management, AI has the potential to revolutionise the way public services are provided, making them more efficient, responsive, and citizen centered.  

6. What are your priorities for 2025? 

 

My priorities for 2025 as a UX/UI Specialist are focused on deepening my understanding of users' experiences and needs to solve their problems effectively, with a particular emphasis on the public sector.

 

I plan to conduct comprehensive user research, gather insights through various methodologies, and translate those findings into user-centered solutions that can improve the accessibility and effectiveness of public services. 

7. What advice do you have for public sector innovators? 

 

As a UX/UI designer, my advice for public sector innovators is "Focus on purpose".

 

Once you clearly define the core purpose of the problem you aim to solve, the key is to unlock the process of creating solutions that lead to better outcomes for all citizens.  

 

By centering your work around a well-defined purpose, you ensure that every design decision is aligned with the real needs of the people you are serving.

 

This clarity helps prioritise what matters most, avoid unnecessary complexity, and maintain a user-centric focus throughout the development process. 

8. Who inspires you today? 

 

Speaking about who inspires in UX/UI field? I would say it is Me. I’m inspired by my curiosity.

 

This intrinsic curiosity pushes me to step into the community that is full of empowerment of people who are interested in problem solving by combining digital platforms and technology. 

 

I am really excited to understand people’s needs, to continuously improve user experiences, learn from user behavior, and to make design decisions that truly enhance how users interact with digital products. All these things happened, keep me motivated to grow and evolve as a designer. 

 

Moreover, I also get inspiration from my favorite YouTube Vloggers such as: Aliena Cai, Rachel How, Mizko and so on. I do love their video sharing that mostly talks about the design insightful and the technique to achieve on designing user interface.
