GovInsider's 9th Women in GovTech report celebrates 97 women innovators across 29 countries.
For the public sector, trust isn’t a soft metric or something nice to have. It’s the critical infrastructure of the government.
Themed ‘How inclusive tech builds trust for all’, GovInsider’s 9th Women in GovTech 2025 report serves as a global blueprint to operationalise that trust.
This year’s report spotlights the impact stories of 97 women innovators across 29 countries, up from 24 countries last year.
Far from merely being another statistical record for us, this expanded outreach confirms that building services that truly work for everyone requires leadership from everywhere.
The women leaders are not just building tech, but fundamentally reshaping how public services are delivered. They are setting new standards for inclusion, and using tech to bridge the gap between policy and implementation.
Notable stories include:
- Ukraine’s Former Deputy Defence Minister Katheryna Chernohorenko sharing about digital transformation in a time of national crisis,
- Taiwan’s Deputy Digital Minister Isabel Hou providing a perspective on AI-driven government agility;
- Pakistan's Digital Minister Shaza Khawaja underlining what it means to bring the "hardest-to-reach 20 per cent" into the room and build services that work for them,
- South Africa's Emerging Tech Chief Jeanette Morwane detailing her team's work with the local ecosystem to boost digital sovereignty;
- Brazil’s Deputy Secretary Luanna Sant Anna Roncaratti discussing proactive service delivery for one of the world’s largest nations.
The report was made possible with our seven community partners who nominated the women innovators and spread the word to their networks.
They include Uzbekistan’s Ministry of Digital Technologies, East Europe Foundation, Centre for Digital Public Infrastructure (CDPI), GovStack, Moldova’s e-Governance Agency, Indonesia’s Ministry of Health and Jakarta Smart City.
We hope the report serves as a tangible guide for any civil servant committed to building high-trust and high-impact public services.
